Humanitarian Officer Consultant (Kabul, Afghanistan)
Basic Requirements
- Coordination and Partnership Building
Serve as IOFS focal point for humanitarian affairs in Afghanistan.
Coordinate closely with government institutions, international partners, and NGOs to align humanitarian actions and mobilize resources.
Support the establishment of multi-partner frameworks under IOFS humanitarian programs.
Facilitate effective communication and reporting between IOFS HQ and field partners.
- Program Development and Implementation
Support needs assessments and develop project proposals focused on food assistance, livelihood recovery, and sustainable agriculture.
Contribute to project planning, budgeting, and monitoring frameworks.
Ensure project implementation adheres to IOFS’s humanitarian mandate and IOFS Vision objectives.
Identify opportunities for integrating humanitarian response with long-term food security and resilience-building efforts.
- Reporting, Accountability, and Compliance
Prepare regular situation reports, analytical briefs, and donor updates on IOFS humanitarian activities in Afghanistan.
Maintain full compliance with IOFS’s financial and operational accountability standards.
Promote transparency, ethical conduct, and measurable outcomes in all IOFS humanitarian interventions.
- Capacity Building and Advocacy
Support local institutions in strengthening humanitarian coordination and food security planning capacities.
Organize and facilitate training programs, workshops, and stakeholder consultations.
Represent IOFS in humanitarian coordination forums and promote IOFS’s visibility and credibility as a reliable partner.
Languages
Fluency in English is required. Knowledge of Dari and/or Pashto is a strong advantage. Arabic or Turkish language proficiency will be considered an asset.
Experiences
Education: Degree related with International Relations, Humanitarian Affairs, Development Studies, Agricultural Economics, or related field.
Professional Experience:
Proven experience in humanitarian operations, food assistance, or emergency coordination.
Experience working with international organizations, donors, or government counterparts is highly desirable.
Demonstrated ability to manage partnerships and maintain accountability frameworks.

DUTIES & RESPONSIBILITIES
The Humanitarian Officer will support the design, coordination, and monitoring of IOFS humanitarian and food security interventions in Afghanistan.
The incumbent will serve as a liaison between IOFS and its Afghan, regional, and international partners, ensuring effective coordination, accountability, and compliance with humanitarian principles and IOFS policies.
Travel and Field Conditions: The position is based in Kabul but may require travel to provincial areas as security conditions permit. Candidates must have no travel restrictions under current administrative or security regulations.
