Chief Legal Officer
Basic Requirements
- To be a national of one of the Member States of Islamic Organisation for Food Security (IOFS).
- To have a degree in Law, specializing in International Law, Institutional Law, or related subjects; A Master’s degree (such as Master of Public Administration or equivalent) is highly preferred, combined with extensive experience in institutional development.
- To be free of diseases and infirmities that may hinder the exercise of his duties.
- Not having been convicted of a felony or a crime against honour or trust.
- Not having been removed from any job for disciplinary reasons.
Languages
- This designation requires fluent knowledge of the English language.
- Fluent knowledge of the host country's languages (Kazakh and Russian) is highly required.
- Knowledge of other working languages of IOFS/OIC (Arabic) is a distinct advantage.
Experiences
- Minimum 10 years of progressively responsible professional experience in international law, public administration, state policy development, or intergovernmental integration.
- Proven track record in drafting and finalizing foundational institutional regulations (e.g., Rules of Procedure, Financial Rules, Personnel Regulations) for international frameworks.
- Practical knowledge and understanding of legislative drafting, adoption of government enactments, and international agreements.
- Familiarity with international financial institutions' technical assistance and procurement procedures (e.g., Islamic Development Bank).
- Experience in a collaborative approach to multi-stakeholder partnership in a cross-cultural context with strong problem-solving abilities.
DUTIES & RESPONSIBILITIES
- Act as the principal legal and institutional advisor to the Director General and senior management on all legal, regulatory, and administrative matters.
- Provide managerial oversight of the legal and compliance aspects of the programme portfolio, international treaties, and institutional agreements.
- Ensure all internal governance policies, strategies, and workplans are developed, updated, and implemented according to the organization's charter.
- Specify internal governance policies, risk management techniques, and regularly monitor legal compliance across all departments.
- Apply effective risk management techniques and offer proactive advice on complex matters involving multiple international stakeholders and state authorities.
- Effectively manage, supervise, and coordinate the legal team and multidisciplinary departments with integrity and responsibility.

- Excellent legal drafting, presentation, and negotiation skills.
- High analytical and problem-solving abilities, including adaptability to digital transformation, innovations, and operational reengineering.
