Outcomes of the Discussions on the Strategic Plan for Ensuring Food Security in OIC Member States (2026–2035)

Doha, State of Qatar -  2-3 September - The two-day deliberations on the Strategic Plan for Ensuring Food Security in OIC Member States for the period 2026–2035 were successfully held from 2 to 3 September 2025 in Doha, State of Qatar, within the framework of the OIC High-Level Expert Meeting for Finalizing the Strategic Plan for Ensuring Food Security in OIC Member States.

The meeting was co-organized by the Islamic Organization for Food Security (IOFS) in close collaboration with the General Secretariat of the Organization of Islamic Cooperation (OIC), the Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC), and the Islamic Development Bank (IsDB), and was generously hosted by the Ministry of Municipality of the State of Qatar, Chair of the 9th OIC Ministerial Conference on Food Security and Agricultural Development.

The meeting brought together representatives from over 25 OIresearch organizations, and international partners. Delegations engaged actively and constructively, offering valuable insights, national experiences, and practical proposals to refine the draft Strategic Plan. Discussions covered the Plan’s key strategic blocks, including its objectives, priorities, implementation modalities, financial instruments, monitoring and evaluation tools, as well as the potential of contract farming to enhance market access and reduce producer risk.

Participants emphasized the need to ensure mutual understanding, inclusivity, and coherence among Member States, while encouraging greater knowledge-sharing and institutional cooperation across regions. Numerous delegations shared concrete experiences and constructive comments, reinforcing the Plan’s relevance and adaptability to diverse national contexts.

Participants also reviewed innovative proposals for monitoring and evaluation, including the use of the Objectives and Key Results (OKR) methodology, and discussed Shariah-compliant financing mechanisms, with special emphasis on the strategic role of the Islamic Development Bank Group.

This High-Level Expert Meeting in Doha thus represents a qualitative new stage in the further refinement and consolidation of the Strategic Plan, ensuring its alignment with the practical needs, priorities, and aspirations of Member States. Building upon, among other inputs, the comments and recommendations received during the meeting, the Islamic Organization for Food Security (IOFS), in close partnership with the OIC General Secretariat, the Islamic Development Bank (IsDB), and SESRIC, will finalize the revised version of the Strategic Plan and submit it for consideration at the 10th OIC Ministerial Conference on Food Security and Agricultural Development.

The High-Level Expert Meeting in Doha served as a critical milestone in the collective effort to build an integrated, resilient, and sustainable food system across the OIC region—rooted in solidarity, shared responsibility, and strategic partnership.
