Doha, Qatar — The High-Level Joint Meeting of the OIC Seasonal Steering Committee on the development of the OIC Food Security Reserve System and the implementation of the Strategic Agricultural Commodities Programme concluded on 1 September 2025 in Doha, State of Qatar, with the adoption of key recommendations aimed at deepening progress in these priority areas. The meeting was co-organized by the Secretariat of the Islamic Organization for Food Security (IOFS) and the OIC General Secretariat, with the gracious support of the Ministry of Municipality of the State of Qatar, in implementation of the Resolution of the 9th OIC Ministerial Conference on Food Security and Agricultural Development.
The event brought together senior officials, experts, and representatives of OIC Member States to review progress presented by the IOFS Secretariat and to coordinate the way forward in addressing the shared priorities of Member States. The recommendations focused on enhancing food security, building agricultural resilience, and strengthening regional cooperation within the OIC framework.
The IOFS Secretariat delivered a detailed report on the progress of the OIC Food Security Reserve System, outlining key elements of the concept and ongoing preparatory work. Delegates shared their views and recommendations on the next steps. The meeting also reviewed the implementation of the Strategic Commodities Programme, focusing on wheat, rice, and cassava, which aims to strengthen resilience and food self-sufficiency in Member States. The importance of aligning this programme with national priorities and regional strategies was emphasized.
Special attention was given to intra-OIC trade and agri-food investment. Representatives of the Islamic Centre for Development of Trade (ICDT) underlined the critical role of trade and investment cooperation in enhancing food systems and developing value chains across OIC Member States.
The meeting was co-chaired by:
Mr. Hamad Hadi Al Hajri, senior representative of the Ministry of Municipality of the State of Qatar;
Professor Ahmad Kawesa Sengendo, Assistant Secretary-General for Economic Affairs of the OIC General Secretariat;
Ambassador Khusrav Noziri, Assistant Director-General of the IOFS.
In his opening remarks, Ambassador Khusrav Noziri expressed sincere condolences to the people of Afghanistan following the recent tragic earthquake. He further emphasized the importance of the meeting as a crucial step in coordinating efforts and developing practical mechanisms aimed at strengthening food security across OIC Member States.
On the sidelines of the meeting, Ambassador Noziri also held a bilateral discussion with the Mr. Mirbek I. Duysheev, Deputy Minister of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic, during which the parties exchanged views on deepening cooperation, including the prospect of Kyrgyz Republic joining the IOFS.
